Tech bunkers are large vaults storing armored units used by armies during the 21st century. In the mission levels, those vaults can be opened as soon as any unit is at close proximity to them. The same rule applies to the Multiplayer or Kaos Mode with that exception, a certain amount of time needs to pass for the bunker to be unlocked.
