The menagerie is an Evolved building which repairs and heals any damaged vehicles and beasts back to full health. The menagerie can be upgraded by the alchemy hall to have a faster repair rate.[1]
The menagerie was replaced by the healing tent by the time of the War of the Three Armies.

Restores hit points to vehicles and animals. Just hope they don't get confused and try to replace the exhaust on a Giant War Mastodon...
